BURRADON & CAMPERDOWN ESTATE AGREEMENT REVIEW MEETING

1. MINUTES OF LAST MEETING
Agreed as a true record.
2. MATTERS ARISING
Black box issue will not be resolved as the Council has a contract with Sita until 2008. Tenants and residents should place items in carrier bags to avoid rubbish being blown around estates.
3. REVIEWING THE AGREEMENT
Tish explained that a pre meeting had been arranged on 5 October 2006 where Cllr Jim Allan felt it necessary to start the review process as some concerns were raised that services and partners were not meeting their core commitments.
A progress update was given at that meeting almost 6 months into the agreement, which measured the progress so far, details of which have been forwarded to Chris Wray, Secretary of the Burradon and Camperdown Forum. Tish gave an overview of progress to date. It is intended that this information is to be placed on the Burradon and Camperdown Forum Website.
Following discussion regarding the frequency of monitoring meetings it was agreed by those present that the agreement will be monitored on a 6 monthly basis.
A further meeting will be held in 6 months time.
4. MONITORING FORM
Tish explained the purpose of the monitoring form and provided an example of one, which had been completed at the meeting on 5 October 2006. This gave details of issues raised and comments made during the meeting regarding individual service areas for their notes and actions. As agreed at the previous meeting a more refined version of the form has been drawn up and distributed to those present. It was agreed this form would be used at future meetings.
5. LOCAL ISSUES
Keith Burrage raised concerns expressed by residents that youths in the area were regrouping in different areas around the village. Those residents had been advised to contact the Police to report any problems to ensure a log was made.
Geoff Cross advised that current figures do not reflect problems being experienced in the area and that incident figures had vastly improved on previous years. Bill Price and Graeme Knowles both advised they have received no complaints regarding noise nuisance, youth disorder on this particular matter.
Tish confirmed that the Alcohol Free Zone had now been implemented, although Damien advised there had been no incidents in the AFZ.
Graeme Knowles once again raised issues in relation to nominations received for housing from North Tyneside Council. Graeme was advised that following the previous meeting of 5 October 2006 contact had been made with the Line Manager responsible for this particular area of service to relay those concerns.
6. FURTHER PROGRESS UPDATE
A series of clean up days had been organised on estates in the North West of the Borough. 5.6 tonnes of rubbish and household items were collected by estate caretakers in conjunction with neighbourhood services in the Camperdown estate.
It was confirmed that following the eviction of tenants residing in Places for People accommodation, Housing Services staff delivered 320 letters to residents in the Camperdown area.
Bill Price, Patch Manager for the area arranged to meet with Chris Wray and Wendy Hewison from the Environment Service to carry out an estate walkabout in Burradon identifying environmental problems on estates.
Environment has suggested planting spring bulbs at the entrance to Means Drive and also near to Millennium Green.
The Safer Estates Team have now expanded to deal with anti social behaviour in the private sector.
Action has recently been taken on an owner-occupier breaking the conditions of the convernant of their former council home.
Geoff suggested that to provide information to residents on the progress and success of the community agreement and the work of those involved, an article could be placed in the Council’s What’s On magazine which is issued to all households. Tish agreed to make enquiries.
7. WELCOME PACKS
Tish provided an updated version of the welcome pack following information received from Chris. This included a profile of the estate, the origins of the Burradon and Camperdown Forum and their achievements. Graeme Knowles advised Places for People will also provide details to include. Geoff Cross also to provide an insert regarding Northumbria Police. The aim of the pack would be for this to be issued by the Forum to welcome new residents into the village and based on a model already in place in another part of the Borough. Further discussion needs to take place once all information is received and updated. Keith Burrage advised he would take the idea to the Forum in January 2007.
